It is filmed in India, they all drive that weird there. The ppl are much more alert though, so when accidents happen its almost never fatal.

trafic lights are so that there would be order. if you didn't see first time, wach it again and you see that at some points cars bunch up and only a few can go trough, in that way, some that are in a hurry are delayed. the reason there are no accidents is because trafic lights aren't mainly to prenvent them (originaly it was so that there would be order, not chaos like you saw in the movie) and the accidents occur because most ppl think that the trafic lights detain them and try to jump in out of their turn.
