It's so ...the medulla oblongata of octopi don't allow quick color changing like that, the color changing usually takes about five minutes. If an octopus REALLY changed that quickly, its gluteus maximus would be overworked, and that usually results in hemorrhaging of the chordata.

seen that fish on animalplanet , and its not billy... yes its takes some time for its to get the right color, but only a few sec to remove it. It controled but its mucels, thats why it change before it started to move.
