No, the harrier had a problem with the vertical thrust... it put a column of hot air straight down, and then the same hot air would be sucked back into the intakes, making it harder to maintain the same level of thrust... I probably explained it wrong.. I just remembered it from the NOVA video on public TV about the new JSF having to use measures to prevent the same thing happening to it...

I actually saw this in real life. And the main reason it happend was that he was running out of fuel. So snootsnoot, the water had nothing to do with it.
