Yes, that guy is a genius, and a fantastic artist too. And yep, its your actions that define who you are, perhaps you could build such a machine, but you won't. You find other things in life more important. He is an artist, he actually takes the time to build such a machine.
I have seen Theo Jansen's work in action on scheveningen beach, and it's truly beautiful to see those creatures. Because they only use the wind as energy, they move pretty natural and silently :)
